Borno State Governor, Babagana Umara Zulum, has ordered the immediate prosecution of Bukar Modu, a Quranic teacher captured in a viral video allegedly brutalizing a minor, Bashir Gaji.
Security operatives arrested Modu on the night of Saturday, April 12, 2025, in Umarari, Maiduguri, following widespread public outrage sparked by the disturbing footage.
Governor Zulum met with the young victim on Sunday at the Government House in Maiduguri, where he condemned the assault and directed law enforcement authorities to ensure Modu is prosecuted without delay.
“This reprehensible act is a violation of our values and a betrayal of the trust placed in those responsible for guiding and protecting our children,” Zulum said. “We will not allow such cruelty to go unpunished. Every child in Borno State deserves a safe and nurturing environment.”
In addition to calling for justice, the governor tasked the Ministry of Women Affairs and Social Development with launching community outreach programs to educate families, traditional Quranic instructors, and guardians on appropriate and humane methods of discipline.
During his meeting with Bashir, Governor Zulum expressed deep sympathy for the boy and his family. He announced a fully furnished house will be provided for the child and his relatives, along with a full scholarship to support his education.
Bashir’s family currently resides in an Internally Displaced Persons (IDP) camp in Monguno, after his father was killed by Boko Haram insurgents.
