America’s envoy for the Russia-Ukraine conflict is reportedly working on potential strategies to present to President Donald Trump aimed at ending the war.
According to Semafor, Keith Kellogg has informed U.S. allies in recent meetings that he is drafting options for Trump. However, he denied speculation that he would unveil a formal proposal at the Munich Security Conference this week.
Last week, Bloomberg reported that U.S. allies had anticipated a plan from the Trump administration at the conference in Germany, citing sources familiar with the matter.
Speaking to reporters aboard Air Force One on Sunday, Trump stated that the U.S. was making progress toward ending the war. He has repeatedly expressed his desire to bring the conflict to a close and has hinted at a potential meeting with Russian President Vladimir Putin, though no date or location has been confirmed.
The Kremlin has remained vague regarding potential discussions, stating that it could neither confirm nor deny whether the two leaders had already spoken about a resolution.
When asked whether he had communicated with Putin since assuming office on January 20, Trump responded, “I’ve had it. Let’s just say I’ve had it… and I expect to have many more conversations. We have to get that war ended.”
Pressed further, he added, “If we are talking, I don’t want to tell you about the conversations.”
U.S. National Security Advisor Mike Waltz told NBC News that there are “a lot of sensitive conversations going on,” suggesting Trump may use sanctions and tariffs to pressure Russia into negotiations.
Putin previously stated that any peace deal would require Ukraine to recognize Russia’s claim over four regions in the east and south, including areas not fully under Moscow’s control.
According to a Reuters report from November, while Putin may be open to talks with Trump, he has ruled out significant territorial concessions and insists that Kyiv abandon its NATO membership ambitions.
