Could the U.S sneak a submarine into the Black Sea and torpedo Russian ships that are attacking Ukraine

U.S. will be unable to sneak a submarine into the Black Sea even if they’d like to do it. It is impossible for a submarine to sneak through two extremely narrow straights.

The Bosphorus is only 2,450 ft wide at one point, and is as shallow as 120 ft. Deep draft (the distance from waterline to keel) freight vessels can require 50 ft. A cold war era submarine submerged only to periscope depth required 65ft from her keel to the surface.

Article one, section 8 of the constitution of the United States says “Only congress, and only congress is given the authority to declare war.” Presidents, let alone generals or sea captains, do not have that authority. Torpedoing Russian ships would be an act of war.

It would be found out in some way and would put the US military against the Russians which is the same as imposing a no fly zone which is something the US and NATO are trying to avoid. It is better to send anti ship missiles if needed and they may not be needed if the Russians pull back.
